Planning & Development (P&D) section has been started from the beginning of the University in 1998. This is one of the important sections of the University. This section is related with the work plan and development of the whole University. The main duty of this section is to prepare and execute project proposal. There is a strong committee named “Planning & Development” committee in the University. Vice-chancellor himself is the chairman and Director (P&D) is the member-secretary of the committee. This committee takes the important decisions related with the development of the University.

1. Director: Prof. Dr. Md. Mahbubar Rahman
Md. Mahbubar Rahman was born in 195; maintained an excellent academic career in all public examinations; obtained B. Sc. Ag. (Hons) and M. Sc. Ag in Entomology from the Bangladesh Agricultural University (BAU), Mymensingh in 1976 and 1978 respectively, and PhD in Entomology with specialization in Pesticides Toxicology in 1985 from the Indian Agricultural Research Institute (IARI), New-Delhi, India with the Fellowship from the International Development Research Centre (IDRC), Canada; started scientific career at the Bangladesh Institute of Nuclear Agriculture (BINA) in 1978 and Bangladesh Agricultural Research Institute (BARI) in 1979 as Scientific Officer and became Senior Scientific Officer in 1986; switched over to academic profession as Associate Professor in Entomology at the then Institute of Postgraduate Studies in Agriculture (IPSA) in 1996; played a vital role in transforming IPSA into the Bangabandhu Sheikh Mujibur Rahman Agricultural University (BSMRAU) in 1998; became Professor of Entomology in 2000; served as Head of the Department of Entomology three times; he was dean in faculty of fisheries from 2007 to 2011. He served as the International Consultant with the Food and Agriculture Organization of the United Nations (UN-FAO); so far supervised 5 PhDs and 25 MSs and published more than 50 national and international high quality articles including a contribution in the Minnesota University (USA) World IPM Textbook; participated in several national and international seminars, workshops and forums; and served in a number of important national committees.
